House Energy & Commerce Agenda for the 109th Congress
The Washington Coal Club is pleased to announce its January 12, 2005 meeting will feature Andy Black, Deputy Staff Director, Policy, U.S. House Committee on Energy and Commerce.
Andy Black is the Deputy Staff Director for Policy for the House Energy & Commerce Committee, chaired by Congressman Joe Barton. He is involved in strategy and execution for all activities conducted in the five legislative subcommittees of the Committee, working closely with Committee Members, counsels, and staff. Energy & Commerce jurisdiction includes energy, environment, health care, telecommunications, consumer protection, and more.
When Congressman Barton chaired the Subcommittee on Energy & Air Quality, Andy coordinated all Subcommittee activities. He played a key role in development of the comprehensive energy bills passed by the House in 2003 and 2001, as well as the comprehensive bills approved by the House energy bill conferees in 2002 and by the Subcommittees in 1999.
Andy has worked on Capitol Hill for more than 11 years, all with Chairman Barton in some capacity. Between stints with Congressman Barton, Andy was Managing Director for the Advocacy Group, a Washington-based network of government relations companies in state and national capitols.
Andy received an MBA from the University of Maryland in 1995 and B.S. in Economics from Texas Christian University in 1991. Raised in Spring, Texas, near Houston, he is married to Laurie Trautner-Black and lives in Arlington, Virginia. Their first child, Victoria, was born in 2003.
