CLIMATE CHANGE & AIR POLLUTION IN PUBLIC POLICY:
COAL IN THE CROSSHAIRS
The Washington Coal Club is pleased to announce its September 8, 2004 meeting will feature John Shanahan, Counsel, U.S. Senate Committee on Environment and Public Works.
John Shanahan is Counsel for the U.S. Senate Committee on Environment and Public Works, where he leads the Committee Majority’s efforts on air quality and emissions issues. In that capacity, he assists the Committee Chairman in conducting oversight of EPA’s Office of Air and Radiation. He is also lead staffer for the Committee in the Chairman’s efforts to defeat initiatives to regulate carbon dioxide.
Last year, Shanahan was staff author of the Chairman’s mark of Clear Skies, introduced by Chairman James Inhofe (R-OK), which significantly revised the bill initially proposed by the President to regulate electric power plant emissions. The legislation adopted the three key principles of the President’s original proposal – namely, 70 percent reductions in power plant pollution, regulatory reform of redundant or obsolete provisions of the Clean Air Act, and improved regulatory certainty so the power plant control technology investments and installations can be accomplished at minimum disruptions to grid security and minimum increases in electric prices. Passing this legislation is the Chairman’s top environmental goal for the Committee.
Shanahan’s diverse experience includes both the private and government sectors. He has spent the last 13 years on environmental policy. Shanahan’s last position prior to joining the committee was with the National Mining Association, where he directed the association’s legal, regulatory and policy efforts on air quality, particularly pertaining to coal-fired emissions. Among his many appearances on television and radio, he has been on CNN, C-SPAN, and NPR. He has published in many venues, including The Wall Street Journal, USA Today, Chicago Tribune, Fortune, and the University of Virginia Law Journal. He has also testified many times before federal and state legislatures. Prior to his work on environmental policy, he worked on enforcement issues at the Department of Labor as a political appointee of the elder President Bush. Shanahan began his career in marketing for Fortune 100 companies.
He is a graduate of the University of Virginia, where he majored in economics, and the George Mason University School of Law. He is a member of the Virginia Bar. He lives in Arlington, Virginia and has two children.
