“THE TRUTH ABOUT COAL: CARE’S CAMPAIGN IN WASHINGTON”

The Washington Coal Club is pleased to announce its February 12, 2003 meeting will feature Mr. Paul Oakley, Executive Director of Coalition for Affordable and Reliable Energy (CARE).

Mr. Oakley organized the Coalition for Affordable and Reliable Energy (CARE) in 2000. CARE is a broad coalition of organizations representing over 75,000 businesses and millions of workers and energy consumers that support the development and implementation of a sound national energy policy for America that sensibly balances the nation’s social, economic, national security, environmental and energy goals. CARE members support an energy strategy that promotes conservation, improves efficiency, and enables the country to better meet increasing energy demand through the use of diverse domestic resources, such as coal, oil, natural gas, nuclear power, and renewable and alternative fuels.

Prior to assuming the leadership of CARE, Mr. Oakley was Executive Director of Government Affairs for the Association of American Railroads (AAR). While with AAR, he was responsible for developing and advancing federal legislative and public policy objectives of the railroad industry, particularly in such areas as federal transportation, international policy and funding, taxes, intermodal transportation cooperation and competition, international trade, transportation trade, transportation safety, and various maritime and agriculture issues. He joined AAR in 1984.

Between 1978 and 1984, Mr. Oakley was the chief federal lobbyist for the Commonwealth of Kentucky and Director of Kentucky’s Washington, DC Office. He also served with the Kentucky Transportation Cabinet and the Kentucky Legislative Research Commission.

In 1986, Mr. Oakley incorporated Operation Lifesaver, Inc. (OLI) and served as its President until 1992. OLI is a nonprofit organization that conducts a national public information and education campaign focused on safety at highway-rail crossings. He continued as a member of OLI’s Board of Directors until 2001. He also served as a member of the American Road and Transportation Builders Association (ARTBA) Board of Directors from 1986 until 2001.

Mr. Oakley is a graduate of Harvard University, with an A.B. degree in Government, and he attended the School of Law and Graduate School of Political Science at the University of Louisville.
