Mark W. Menezes
Chief Counsel for Energy and Environment
Committee on Energy and Commerce
The Washington Coal Club is pleased to announce its December 10, 2003 meeting will feature Mr. Mark W. Menezes, Chief Counsel for Energy and Environment.
Mark W. Menezes joined the House Energy and Commerce Committee as the Chief Counsel for Energy and Environment on June 23, 2003. He has been chief negotiator for the House on the Energy bill in conference.
Prior to working for the Committee, Menezes was employed by the American Electric Power (AEP) where he served as Vice President and Associate General Counsel of Public Policy and Government Affairs following the merger with Central and South West Corporation (CSW). In this position, Menezes analyzed and developed both federal and state legislative and regulatory strategies and policies on the issues of electric, gas and nuclear energy, taxes, securities and the environment. He worked with the SEC and FERC in developing regulatory policies impacting the electric utility industry, and oversaw AEP’s holdings in natural gas pipelines and storage and inland barge operations.
Previously, Menezes was Vice President of Governmental Affairs for CSW responsible for federal and state legislative activities and federal regulatory matters. Before being named Vice President, Menezes served for five years as Director of Federal Agency Relations and Counsel for CSW.
Prior to joining CSW, Menezes practiced law in Washington, D.C. with former Congressman Tom Loeffler (R-TX) at the law firm of Cleveland-based Arter & Hadden. Menezes represented CSW and other clients involving a broad range of issues before Congress and various administrative agencies. Before joining Loeffler’s firm, Menezes served as staff counsel to the U.S. Senate Committee on Commerce, Science and Transportation Subcommittee on Merchant Marine and as counsel to Senator John Breaux (D-LA).
Before working for the U.S. Senate, Menezes served as counsel to the Louisiana
House of Representatives from 1982 through 1989. He received his B.A. and J.D.
degree from Louisiana State University and he is currently licensed to practice
law in the District of Columbia, Texas and Louisiana.
