The Washington Coal Club is pleased to announce its June 12, 2002 meeting will feature Carl Michael Smith, Assistant Secretary for Fossil Energy, Office of Fossil Energy, U.S. Department of Energy.
Carl Michael Smith is the Department of Energy’s 9th Assistant Secretary for Fossil Energy. President George W. Bush announced his intent to nominate Mr. Smith on August 17, 2001, and the U.S. Senate confirmed the nomination on January 25, 2002. He was sworn in on February 5, 2002. As Assistant Secretary, Mr. Smith serves as the primary policy advisor to the Secretary of Energy on federal coal, petroleum and natural gas programs, including extensive research and development efforts.
Mr. Smith served previously as the State of Oklahoma’s Secretary of Energy, an appointment made by Governor Frank Keating in 1995. In this position, he was the Governor’s official representative to the Interstate Oil and Gas Compact Commission where he served as its Vice Chairman. He was also a member of the Interstate Mining Compact Commission and the Governor’s Ethanol Coalition. He has also served as chairman of the Southern States Energy Board’s Coal and Advanced Power Systems Committee.
Prior to entering State government, Mr. Smith operated an independent oil and gas company in Oklahoma and was a long-standing member of the Oklahoma Independent Petroleum Association. He served on the Association’s Board of Directors from 1981 through 1995 and as President in 1994. He has also served on the Board of Directors and as Secretary of the Oklahoma Energy Resources Board from 1992 to 1994.
A native of Oklahoma, he is a graduate of the University of Oklahoma, receiving a Bachelor of Arts degree in 1966 and a Juris Doctor degree from the University’s College of Law in 1969.
